Pre-Approval Request
The Pre-Approval Request (PAR) is the avenue for requesting permission to participate in activities that fall under System Regulations 31.05.01 – Faculty Consulting and/or External Professional Employment and 31.05.02 – External Employment. Huron also houses approval requests for activities that involve countries that are considered high-risk under System Regulation 15.05.04 – High Risk Global Engagements and High Risk International Collaborations.
If an activity does not seem to require pre-approval based on the following guidelines, it is still possible that information is needed on the Disclosure Profile feature of Huron.
Faculty consulting and/or external professional employment
Faculty consulting and/or external professional employment is any work, advice or service related to a faculty’s field of discipline for which a system faculty member receives compensation, services, goods, or any other item of value. The term includes, but is not limited to, any fee-for-service or equivalent relationship with a third party, employment by an individual, self-employment, or employment by an entity in which the faculty member is a principal owner.
Examples Include
But are not limited to:
- Outside Academic Appointment
- Other Appointment (Paid or Unpaid)
- Assuming Management or Fiduciary Responsibilities (other than Board Service)
- Expert Witness
- Consulting Activity and Other Professional Services
- Scientific Advisory Board
- Providing Continuing Education
- Foreign Government-Sponsored Talent Recruitment Programs
- External Employment
- Academic Advisory / Corporate / Non-profit Foundation Board Service
- Agreements Not Managed by TAMUS
- Proposal Review / Review Panel
- Non-Publicly Traded Stocks/Equity
Notes
Uncompensated scholarly or research expertise provided to foreign entities not in high-risk countries do not require pre-approval but must be disclosed for Export Control purposes (System Policy 15.02) by answering “Yes” to Q6 on the Disclosure Profile and completing the Entity Disclosures table.

External Employment
External employment is any work, advice or service for which a system employee receives compensation, services, goods, or any other item of value. Employment by another member or by an entity outside the system is external employment for purposes of this regulation. The term includes, but is not limited to, any fee-for-service or equivalent relationship with a third party, employment by an individual, self-employment, or employment by an entity in which the employee is a principal owner.
Examples Include
But are not limited to:
- Faculty external employment not related to their field of expertise
- Staff external employment

High Risk Global Engagements/International Collaborations
High Risk Global Engagements
High Risk Global Engagements are contracts with one or more Foreign Persons based outside the United States in a Country of Concern. Contracts that require participation with Foreign Persons based outside the United States in a Country of Concern are also considered High Risk Global Engagements for the purpose of this regulation.
High Risk International Collaborations
High Risk International Collaborations are relationships and activities with Foreign Persons based outside the United States in a Country of Concern as described in Section 238(b)(1) of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 (Public Law 118-159). This includes gifts from entities associated with a Country of Concern and travel to a Country of Concern for professional purposes.
Examples Include
But are not limited to:
- Faculty or student exchanges and placements
- Unfunded research collaborations or technical assistance
- Unfunded outside appointments or honorary positions
- Co-authoring publications
- Journal manuscript reviews for journals headquartered in a country of concern
- Teaching, mentoring, or serving on committees for institutions in countries of concern
- Conference or program committee participation
- Gifts, professional travel, or activities typically associated with compensation
Notes
- In most cases, approval applies for the life of the activity. Updates are required if the scope or collaborators change. Editorial Service is an exception and must be renewed each fiscal year.
- Travel to countries of concern is pre-approved through Emburse.
- Sponsored awards reviewed in MAESTRO do not require a separate Huron request unless activities extend beyond the approved scope.
- International activities with countries of concern disclosed as part of an IRB Study do not require a separate Pre-Approval Request in Huron.
- Visiting Scholars must be reviewed through the Visiting Scholar process.
