Federal Administration Transition


To the Texas A&M Research Community,

The Vice President for Research (VPR) and Sponsored Research Services (SRS) are committed to providing up-to-date information related to Federal Executive Orders and other federal actions impacting federally funded research. In response to Executive Orders, federal agencies are taking individual actions and issuing directives including stop work orders while also pausing communications. To keep the research community up to date of potential impacts on the management of federally sponsored projects during this transition period, the Division of Research has established this web page to serve as a resource for the research community.

What to Expect

As new guidance is communicated from federal agencies and reviewed by university officials, updates will be communicated broadly with our university community via emails and updated on these websites. While we will continue to see news coverage about policy changes or potential policy changes, we will rely on official communications from federal agencies to guide our actions after a thorough review of the policy changes to ensure we adhere to all federal laws. We will also continue to work with our partners and the university community to document the impacts of the policy changes on the university community and to craft targeted legislative outreach efforts. If you believe your research program may be impacted by changing federal policy please share those impacts with the Vice President for Research Office and the Texas A&M University Office of Government Relations and if you have questions or concerns about specific projects (proposals, awards, no cost extensions) please contact your SRS liaison.

Understanding Federal Policy Changes and their Impacts of the Research Enterprise

The new administration’s policy changes and executive orders are rapid and numerous and are creating headlines. The Vice President for Research office is working in collaboration the Texas A&M University Office of Government Relations, Texas A&M University System Office of Government Relations, and the Office of General Counsel to understand the immediate and longer-term impacts of these decisions on PIs and the University. A rapid reaction team is meeting multiple times a week or more frequently as new development require. We are also working with the Association of American Universities (AAU), the Association of Public and Land-Grant Universities (APLU)Council of Government Relations (COGR)American Council on Education (ACE) and other organizations to understand federal policy changes and advocate on behalf of our institution and higher education.

Guidance

Interim Updates

U.S. District Judge Burroughs in Massachusetts issued a temporary restraining order in response to the lawsuit filed by higher education organizations, with a hearing scheduled for April 28, 2025.

The Association of American Universities, the American Council on Education, and the Association of Public and Land-grant Universities jointly filed a new lawsuit in the United States District Court for the District of Massachusetts, along with a number of impacted research university co-plaintiffs, seeking to halt the proposed DOE F&A cut.

The DOE announced that it will limit the agency’s federal support of “indirect costs” for DOE research funding to 15%.
