Hispanic-Serving Institutions
The designation provides schools with access to additional funding to improve enrollment and graduation rates.
Texas A&M University is federally designated as a Hispanic-Serving Institute (HSI) by the U.S. Department of Education. This designation allows the Texas A&M research community to apply for grants specifically available to HSIs. Grants can also be written that incorporate the strength of being an HSI and Tier 1 research institute, that involve teaching and training of underserved students, and where HSIs are encouraged to apply, but being an HSI is not specifically required by the funding agency (non-HSI grant opportunities).
HSI required grant submissions typically require proof that the university is an HSI. For the current letter of designation from the U.S. Department of Education look here.

Department of Defense
The CCDC ARL invites applications/proposals from covered educational institutions for research and education programs that will meet the following objectives: a. Enhance research and engineering capabilities in areas important to national defense; b. Increase the number of graduates in STEM disciplines; and c. Encourage research and education collaborations with other institutions of higher education and with defense organizations. Support for research, development, testing, evaluation, or educational enhancements will be through the competitive awarding of grants or cooperative agreements.

The National Nuclear Forensics Expertise Development Program (NNFEDP) works to build a nuclear forensics workforce of recognized technical experts and leaders through fostering scholastic and research collaboration between and among academia, the national and defense laboratories, and the National Technical Nuclear Forensics (NTNF) Interagency.

Department of Health and Human Services
The purpose of the MRPG is to support researchers at minority serving institutions that are exploring how CMS can better meet the health care needs of CMS beneficiaries. The MRGP supports research on the discovery and characterization of health processes, practices, behaviors and burdens or issues related to CMS programs, policies, and operations, that influence health equity. Funded research may comprehensively address the social determinants of health that drive or influence the barriers and opportunities populations described above experience related to CMS-supported benefits, services, and coverage.

Department of Homeland Security
DHS S&T Office of University Program (OUP) is requesting applications for the SLAs from accredited U.S. colleges and universities defined as minority institutions and other minority serving institutions. Awarded institutions will: a) Provide opportunities for students and faculty to engage in research projects addressing Homeland Security (HS) research areas. b) Consistently engage with DHS S&T and the DHS Centers of Excellence (COEs) to ensure that the program is effectively building the next generation workforce that will support the Homeland Security Enterprise (HSE). c) Develop innovative programs to experiential learning activities with government, academia, and the private sector for students studying science, technology, engineering, and mathematics (STEM) and faculty. d) Engage with community colleges to identify the academic strengths of their local MSI communities and promote pathways toward STEM degree completion and transition from 2-year to 4-year institutions.

National Endowment for the Humanities
Awards for individuals. Funding areas include: archaeological reports, articles, basic research leading to improvement of existing courses, basic research related to goals and interests of the institution or community, books, digital materials and publications, editions, other scholarly resources and translations.

Humanities Initiatives at Hispanic-Serving Institutions strengthen the teaching and study of the humanities at Hispanic-Serving Institutions by developing new humanities programs, resources (including those in digital format), or courses, or by enhancing existing ones. Projects must be organized around a core topic or set of themes drawn from such areas of study in the humanities as history, philosophy, religion, literature, and composition and writing skills. NEH welcomes applications for projects that are modest in scope, duration and budget, as well as applications for expansive, long-term projects.

National Science Foundation
The Improving Undergraduate STEM Education: Hispanic-Serving Institutions (HSI Program) seeks to enhance the quality of undergraduate STEM education at HSIs and to increase retention and graduation rates of undergraduate students pursuing degrees in science, technology, engineering and mathematics (STEM) at HSIs. In addition, the HSI Program seeks to build capacity in undergraduate STEM education at HSIs that typically do not receive high levels of NSF grant funding. The National Science Foundation (NSF) established the HSI Program in response to the Consolidated Appropriations Act, 2017 (P.L. 115-31) and the American Innovation and Competitiveness Act (P.L. 114-329). The HSI Program is aligned with NSF’s commitment to increase access for underserved groups to the nation’s STEM enterprise.

Build and Broaden encourages research collaborations between scholars at minority-serving institutions (MSIs) and scholars in other institutions or organizations. It is designed specifically for impact at MSIs. Proposals are invited from single Principal Investigators based at MSIs and from multiple co-investigators from a group of MSIs. Principal Investigators who are not affiliated with MSIs may submit proposals, but must collaborate with PIs, co-PIs, or Senior Personnel from MSIs and describe how their project will foster research partnerships or capacity-building with at least one MSI as a primary goal of the proposed work. Proposals may address any of the scientific areas supported by SBE, including: anthropology, archaeology, cognitive neuroscience, decision science, ecological research, economics, geography, linguistics, law and science, organizational behavior, political science, public policy, security and preparedness, psychology, and sociology.

CISE-MSI Program has a goal to broaden participation by increasing the number of CISE-funded projects from the MSIs and to develop research capacity toward successful submissions to core CISE programs. The program aims to foster innovation, cultivate undergraduate and graduate talents in computer and information science and engineering, and bolster long-term U.S. competitiveness.

The competition includes several tracks and focuses on (1) institutional transformation projects that support HSIs in their effort to achieve equity in STEM education, and (2) the infrastructure—the HSI-Net network of resource hubs—which supports the overall program goals. The DMR Partnerships for Research and Education in Materials Research (PREM) program aims to enable, build, and grow partnerships between minority-serving institutions and DMR-supported centers and/or facilities to increase recruitment, retention and degree attainment (which defines the PREM pathway) by members of those groups most underrepresented in materials research, and at the same time support excellent research and education endeavors that strengthen such partnerships.

Broadening the research community in collaboration with National AI Research Institutes. The National Science Foundation (NSF) and its partners support the continued growth of a broad interdisciplinary research community for the advancement of AI and AI-powered innovation, providing a unique opportunity to broadly promote the NSF vision and core values. The Expanding AI Innovation through Capacity Building and Partnerships (ExpandAI) program aims to significantly broaden participation in AI research, education, and workforce development through capacity development projects and through partnerships within the National AI Research Institutes ecosystem

United States Department of Agriculture
The Hispanic-Serving Institutions Education Grants Program seeks to: (a) strengthen institutional educational capacities to develop and enhance curriculum, faculty, instruction delivery systems, and infrastructure including libraries and scientific instrumentation, in order to respond and serve the needs of underrepresented students in identified State, regional, national, or international educational needs in the food and agricultural sciences; (b) recruit, retain, and support undergraduate and graduate students from underserved groups in order to prepare them for careers related to the food, agricultural, and natural resource systems of the United States; (c) facilitate cooperative initiatives between two or more Hispanic-Serving Institutions or between Hispanic-Serving Institutions and public or the private sector, in order to maximize the development and use of resources and to improve the food and agricultural sciences teaching programs.
