Two federal courts have temporarily restrained the Trump administration’s actions concerning federal financial assistance programs.

The U.S. District Court in Rhode Island issued a Temporary Restraining Order (TRO) on Jan. 31, followed by a similar ruling from the U.S. District Court in the District of Columbia on Feb. 3.

The TROs address OMB Memorandum M-25-13, issued on Jan. 27 by Matthew J. Vaeth, acting director of the Office of Management and Budget (OMB). That memo directed federal agencies to temporarily pause the obligation and disbursement of certain federal financial assistance while reviewing compliance with recent executive orders.
